A relationship can be both, it can help you improve in your life, and have a better way to see life if you are with a person that help you develpo your skills and is with you at good and bad moments, a person who support you, and help you reach your dreams, but if you are in a relationship that only makes you suffer, and cry all the time, and do not apport anything to your live, obviously will affect you in a bad way.
