It seems to be a hard task, specially in Bogotá, but which options can the government or even the citizens do to improve it?

The first thing , is to improve the education children have. Its important to increase the jobs so that people can work instead of steal in the streets. The law should be stronger and the time of imprisonment should be long.Razz
