Why do countries without homework has great calificacions?

Why countries as Finland have grate calificacions without homeworks and other countries like USA that have homeworks in its schools doesn't have that great marks?

I believe that homework is only to practice what you have learn in class and in that countries they don't need homeworks because they lear in a such productive way that thay only lear what they really will need in life; for example in Colombia they ask you to do an inform about the problems in the world and present causes and consequenses, but in Finlad they ask you to give posible solutions whith all the posible consequenses can cause it, and that make them think, not like here that is only write and do
