should killing somebody, in the name of your religion, be penalized?

As most of us know, radical groups such as ISIS commit their crimes in the name of their god or religion, or as the KKK, their racist beliefs are the base of the kills comited. Are this criminal actions supposed to be accepted, based on the fact that are cultures or religions?

I think this type of actions should be penalized due to the fact that is the right of life or a person and it can't be excused because of their religion. This person also have a religion and because of that it cant take the decision of the life of a person.
