Is it necessary to have a belief system that tells society how to act and what to believe in or should everyone have their own way on acting based on what they think and they believe in?

This is not necessary as imposing a single belief system would affect people that don't agree with it, as well as it would infrige the basic human right of having the liberty for thinking and believing in what someone wants. No one can force anyone for believing in something that is not good for them.
