Is the aid given to countries making them dependent to the countries that help them?

It might sound a silly question, but if we take into account the help given to some countries and the progress they have had during the last years, they have not changed much. Countries that are being helped do not progress much as they start depending on what other countries give. This is the case of the third_world countries, which have not gone through the tough process for becoming a country in way of development, but instead they have preferred to stay where they are, depending on help from others. What do you think?

Yes and no dear charlie, the thing is that at short term those third world countries look that are dependent to countries that have a big economic power, since those countries are in a process of solving their intern problems, but at long term those third world countries when they solve their problems, their economy would increase, as result of that they would not depend anymore of those countries that have a great economic power.
